J Scott,

We are just putting the final touches on the public comment document and it 
should be posted today.  Essentially there is consensus on the recommendation 
for the pdp (while noting that there are groups that do not believe a Pdp is 
necessary, but represents an acceptable compromise), and there is strong 
support for the moratorium (noting the opposition from the NCSG and from Thomas 
Rickert).
