federal agent who goes over your paperwork with a fine toothed comb....
  Mikey O'Connor:no -- she's just responding to the charter
  Mikey O'Connor:It should also include a review of locking procedures, as 
described in Reasons for Denial #8 and #9, with an aim to balance legitimate 
transfer activity and security.
  Marika Konings:So did I understand correctly that even though #8 is optional 
for registrars, it is defacto required as the registry systems are set up as 
such?
