[gnso-irtpc] Updated version of Initial Report

Dear All,

Please find posted on the wiki an updated version of the draft Initial Report 
(see https://community.icann.org/display/gnsoirtppdpwg/Next+Meeting). Changes 
made in this version include:

 *   Section discussing ccNSO practices and experiences with change of control 
as discussed during the last meeting (note, I did make a couple of small edits 
to make it flow with the rest of the section)
 *   Updated data gathering slides to reflect changes made as discussed during 
last week's meeting

There are still a couple of sections that need to be completed, mainly relating 
to the recommendations, but if you have any comments and/or proposed edits 
relating to the other parts of the document, please share those with the 
mailing list.
