Here is the edited Transfer Policy definition that I had come up with. Probably still needs some work but perhaps it is a start. Inter Registrar Transfer Policy (IRTP): The ICANN Consensus Policy governing the transfer of sponsorship of registrations between registrars as referenced in the Registry-Registrar Agreement executed between a Registrar and the Registry, as well as the Registrar Accreditation Agreement which is executed between ICANN and all ICANN- accredited registrars.
