Let me make sure I am clear.  The Council has not yet approved the CSG
WT charter; does the Council need to approve it?

        Julie beat me to it, but since I had typed up 9/10's of this
note, I'm sharing it for additional clarification.  The OSC drafted the
initial charters of all its work teams and is responsible for their
work.  I recall that the OSC wanted to be fairly flexible in that
regard. That said, as Julie noted, each original work team charter
contains charter modification language which states:
        
        

                "Modifications: At any time during the tenure of the WT,
the Chair should communicate to the OSC if the WT believes that changes
or clarifications are needed regarding the WT Charter, including these
rules."
                
                

        Thus if the WT Charter, as now approved by the work team has
altered/"changed" the original version developed by the OSC, then in
addition to informing the OSC Chair of the charter approval, the work
team chair should also report to the OSC chair any specific "changes" to
the charter that have been agreed to in the work team.  There is no
provision in the OSC Charter for OSC "approval" per se of charter
changes, but as the coordinator of the work teams, the OSC need to know
what direction each team is going in to manage workloads and avoid
duplication of efforts. Presumably if a work team made changes that
would create a problem, then the OSC would come back to the work team
with feedback.

        P.S.  As you'll recall, the OSC itself DOES need to get charter
changes approved by the GNSO Council, but there is no requirement of
such micromanagement of the work team efforts by the Council - although
each Work Team's recommendations must be evaluated and passed on by the
OSC and then ultimately approved by the Council.
