The status of new draft GNSO Bylaws: Rob provides an update in his message with some useful links concerning the GNSO Council Restructuring Team discussions on Bylaws amendments. In addition, you may also wish to refer the discussion on page 8 of the transcript of the OSC CSG WT 08 May meeting at: http://gnso.icann.org/meetings/transcript-csg-08may09.pdf. 2. The new GNSO Operating Principles: The OSC GNSO Operations Work Team is tasked with developing recommendations concerning changes to the current GNSO Council Rules of Procedure (http://gnso.icann.org/council/new-procedures.shtml) as relates to the Board's recommendation (adopted from the BGC report) to "determine what steps are needed to establish the role of the Council as a 'strategic manager of the policy process.'" See I. TEAM/CHARTER GOALS, first bullet, in the Work Team Charter at: https://st.icann.org/icann-osc/index.cgi?gnso_operations_work_team_charter. The Work Team currently is considering recommendations for high-level operating principles, but has not initiated work on recommendations for changes to the GNSO Council Rules of Procedure. Information on the Committee on Meetings: This also falls under the purview of the OSC GNSO Operations Work Team, relating to the following Board recommendation (adopted from the BGC report): "define and develop scope and responsibilities of any other standing "committees" [the BGC mentions a previously established Committee on Meetings as an example] as recommended by the BGC WG (those suggested to date: committee to analyze trends; committee to benchmark policy implementation)" See the second bullet listed under I. TEAM/CHARTER GOALS in the Charter. The Work Team has not yet initiated work on this task. 4. The current draft of the Guidelines on Working Groups: I believe that this falls under the purview of the PPSC Working Group Team. According to the team's charter, it is tasked to "develop a new GNSO Working Group Model that improves inclusiveness, improves effectiveness, and improves efficiency."
