thanks for your email.
I think that there are two issues here which are different:

1. new members to the working team
2. the limit of 4 GNSO councilors participating in the working team

For what I can recall in Julie´s message, she was referring to "language
restricting the admission of new members to the Work Team" in our charter,
which is not there.

She was not specifically mentioning the limit of 4, which in my modest
oppinion is a different issue.

Anyway, I will let Julie or Robert answer to you.
