Ray,
As you noted in our call today, we have two documents (GNSO structure aka
?the kite? and the SOI/DOI) in late stages of development and both of those
will fold into the Rules, so I don?t view our efforts as being sidetracked
at all. In my view, we are properly focused and indeed on target for the
deliverables. The next steps you suggest (vis-à-vis Julie?s task) are
inline with the work done to date, and if you, as Chair, make it a priority,
the work team can focus on the Rules predominantly at the Sydney meeting.

Team, as you can see, I?ve been asked by the chair of the OSC to communicate
the message below. As we discussed on the call today, Julie is going to
identify for us the parts of the Rules of Procedure that can be update right
away. From there, we will concentrate on the rest of it. If we gotten
sidetracked, I take responsibility for this. But I see no reason to not
meet a timely deliverable for the Rules of Procedure as is being requested
of us.

Ray,
Please forward this to the GOT email list.
As I communicated in the kick-off meeting in Mexico City, one of the time
sensitive tasks that the GNSO Operations Team (GOT) needs to complete is
revision of the Council Rules of Procedure to fit the new bicameral model.
The current rules can be found at
http://gnso.icann.org/council/new-procedures.shtml.
Although it is not official yet, I am quite confident that the bicameral
Council will be seated during the meeting in Seoul in October. That means
that the new Rules will need to be approved by the Council before then.
Working backwards, that means that the Council would need to have draft
Rules in September at the latest, but that would not allow for any back and
forth with the WT if there is any needed dialog. Therefore, I more
realistic target date would be the end of July and sooner would be
desirable.
Has the GOT developed an estimated work plan and timeline for completing
this task? If so, would you please send it to me. If not, I would like to
request that such a plan be developed and sent to the OSC ASAP.
If there is some value in me, as chair of the OSC meeting with the WT,
please let me know. I would be happy to do that.
