The President Strategy Committee recommends: organizations should be allowed
to participate in multiple constituencies but should only be allowed to vote
in one.

I am somewhat concerned that in cases where an entity (or its "controlled
affiliate") has
memberships in multiple constituencies, that there currently does not
exist a
process that provides for some sort of a formal declaration of what
constituency a "multiple
 member" elects to vote in..

We need a process like this to insure that selected entities don't "fence
jump" on a
selective basis & to prevent "vote stacking".

I would suggest that the declaration s/b an annual binding declaration
(unless the entity
withdraws formally from the other constituencies)

I am not just exactly sure where something like this gets "coded in"
