The President Strategy Committee recommends: organizations should be allowed
to participate in multiple constituencies but should only be allowed to vote
in one.

I would suggest that the declaration s/b an annual binding declaration
(unless the entity
withdraws formally from the other constituencies)
I am not just exactly sure where something like this gets "coded in"
