[gnso-osc] Meeting Notes

Here are my brief notes for today's meeting.  Please note the action
items.  In particular, we would like to get full OSC approval of the
charter ASAP, online if possible, so we can send it to the Council at
least one week prior to the 18 Dec Council meeting.
