Wolf,
 
I totally agree with your intention but let me share my thinking on
this:
 
1) Chairing one of the work teams is going to be a big responsibility
that will last many months; 
 
2) Several of the OSC members are already very busy in the GNSO aside
from their regular jobs; 
 
3) The OSC is a relatively small team so finding 3 different members who
have the skills and are willing and available to take on the
responsibility of chairing a work team seems like a long shot to me.; 
 
4) If we establish this as a requirement and then cannot find 3 people,
then we have to modify the requirement; 
 
5) In my opinion a better approach is to not have the requirement in the
first place;  
 
6) If we don't have the requirement but most on the OSC like the idea of
having an OSC member as chair, then we could still try to do it. 
 
7) We could actually explore whether we have three qualified volunteers
in the OSC before we make a decision on this suggested requirement. 
 
Let's talk about this with the full team on Monday along with any other
issues of the charter.

two levels.

                Thanks Rob.  The redline version appears to end in the
middle of the first sentence of Section IV.
                 
                At the end of Section IV, item 7 says, "The chair of the
team should be someone from the associated steering committing."  Where
did this come from?  I have not particular objection to someone from the
OSC being chair, but I see no reason to have that restriction.
                 
                Under Decision Making, I am not sure "full consensus of
the members" process" will work for work teams, but I am comfortable
with the work teams making a recommendation in that regard.  I suggesst
we leave Rob's comment in the draft as guidance for the work team.
                 
                In Section VII, it might be good to add potential team
projects for each of the other goals listed in Section II, even if we
only list the name of the project with no detail.
                 
                Finally, I suggest we add a section called something
like "Work Team Rules" and include the rules we have been using for WGs
to the extent that they fit.
                 
                We can discuss the above in our meeting Monday.
