As we wrap up 2009, I want to thank each of you for serving on the OSC.
I have been very impressed with the individual contributions as well as
with the collaborative way we have dealt with the tasks before us.
When the idea of forming steering committees for implementation of GNSO
Improvement Recommendations was first considered, there was debate as to
whether or not they were needed and what value they would serve. In the
case of the OSC, I believe that both the need and value have been
clearly confirmed and that is largely due to you as members. To date we
have been involved in four major activities: 1) establishing three work
teams; 2) reviewing, editing and approving the GNSO Council Operations
WT recommendations regarding the Council Operations Procedures needed to
seat the bicameral Council; 3) dealing with issues raised by the
Constituency & Stakeholder Operations WT and approving the Toolkit of
Services Recommendations; and 4) reviewing and providing feedback to the
Communications and Coordination WT recommendations. In my evaluation,
the results in each of these activities has been very constructive and
helpful to the overall process. Thanks for making that happen.
In the first half of 2010 we will be receiving quite a few more sets of
recommendations from the WTs so our workload may increase some. I say
that not to scare any of you off but rather to help us mentally be
prepared. Hopefully, the recommendations will be spread out over time so
that the demands on our time will not be too excessive during any one
period of time. If that turns out not to be the case, then I recommend
that we manage our tasks so as to keep the load reasonable.
I sincerely look forward to working with you as part of the OSC in 2010.
I believe that our experience to date will facilitate our work going
forward and that maintaining the continuity of our membership will
maximize efficiency.
