If, as has occurred, the initiation of a PDP, of necessity,
independent of the conclusion being a change of policy, results in a
change of policy (*), then the threshold is too low as it is not ab
initio a determination to abandon a current policy independent of
outcome, yet it (the initiation of a PDP) functions as such.
