Dear All,

As discussed during Wednesday's meeting, please find attached for your
review a draft process flow chart that outlines two possible additional GNSO
processes, in addition to the existing Policy Development Process.
* The first one, with the working title 'Policy Guidance Process' would be
an intermediate process that the GNSO Council could use either in response
to a Board request for input or a self-identified issue that would have
certain minimum requirements such as outreach to other SO/Acs for early
input as well as a public comment forum prior to GNSO Council consideration,
but which as a result would trigger a required consideration by the ICANN
Board of the recommendations if adopted by a certain voting threshold
(similar to the current PDP).
* A second process, with the working title 'Policy Input Process' would be a
lightweight mechanism to develop input either in response to a request from
the Boar or another entity, which has no minimum requirements, would be
adopted by simple majority or non-objection and would only require
acknowledgment from the entity receiving the recommendation as well as a
rationale if the recommendations would not be followed / adopted.
The idea would be that the GNSO Council would have three different processes
at its disposal and depending on the circumstances and desired outcomes /
responses, it could choose the process that would fit its needs best. Please
note that this draft attempts to incorporate the principles identified by
the WG as well as discussions that have been ongoing on this topic over the
last few weeks. Of course, any comments, questions, suggestions are
appreciate ­ we hope that this draft will inspire further conversations and
ideas.
