We can't force stakeholder groups to put representatives on IRTs.  In that
sense, representativeness shouldn't be required, and if an IRT ends up not
being representative, that's life.
However, I think representativeness should be reasonably encouraged, and no
SG representative should be excluded who wants to serve on the IRT.  (And
that goes double for reps who were on the WG.)
