Adobe Chat Transcript for Wednesday 01 April 2015

    Terri Agnew:Welcome to the Policy & Implementation Working Group meeting of
01 April 2015

  Greg Shatan:I have muted my lunch.

  Cheryl Langdon-Orr:lousy sound

  Mary Wong 2:that doens't soun good, Greg!

  Greg Shatan:Corned beef and pastrami on marble rye with cole slaw and russian
dressing.  Sounds good to me!

  Cheryl Langdon-Orr: only in AC audio should work but in 2 calls at once now
soon AC only

  Cheryl Langdon-Orr::-) :-) :-) :-)

  Terri Agnew:Amr Elsadr has joined

  Amr Elsadr:Hi all. Apologies for being late. Didn't realize I was.

  Mary Wong 2:How about just saying "the opportunity to also challenge the
proposed changes"?

  Amr Elsadr:My suggestion was for "all stakeholders", not "impacted
stakeholders".

  J. Scott Evans:I agree.

  J. Scott Evans:Not me.

  Anne Aikman-Scalese:Agree we should delete "impacted".

  Mary Wong 2:Done.

  Mary Wong 2:@Alan, would my suggested edit (above in chat) work?

  Cheryl Langdon-Orr:agree with @alan here

  Cheryl Langdon-Orr:not sure @mary

  Anne Aikman-Scalese:Mary says - "opportunity to also challenge"

  Cheryl Langdon-Orr:indeed it does @mary

  Greg Shatan:Gadflies do have speaking rights at live GNSO Council meetings,
don't they?  :-)

  J. Scott Evans:yes, greg. the chair often opens the floor

  Greg Shatan::-P

  Amr Elsadr:Had to look gadflies up. :)

  Greg Shatan:Sometimes, it's a trapdoor....

  J. Scott Evans:I can live with thant

  Amr Elsadr:@Alan: +1

  Cheryl Langdon-Orr:agree

  Amr Elsadr:@Karen: Also +1

  Alan Greenberg:We could certainly add a rationale component to this so that
those reading it without all of the background do not have to divine why we
said it.

  Alan Greenberg:@Amr, that is a good point - something that is identified but
clearly out of scope and not really elligible for requesting a charter change.

  Amr Elsadr:@Alan: +1. Clarification may be warranted here.

  Marika Konings:still buzzing...

  Marika Konings:much better!!

  Amr Elsadr:I like where Greg is going with this. :)

  J. Scott Evans:sounds like a good plan. Thanks Anne, Greg and IPC.

  Greg Shatan:I take back my earlier dissent from the IPC comment. Having
thought it through....

  Greg Shatan:Bzzzzzzzzzzzzzzzzzzzzzzzzzzzzz

  Amr Elsadr:@Anne: Yes, I suspect this would come up during the work of the
IRT. That's the purpose of an IRT, isn't it?

  Cheryl Langdon-Orr::-) :-)

  Greg Shatan:Bzzzz. Bzzzzzzzzzzzzz.

  Cheryl Langdon-Orr::-)

  Cheryl Langdon-Orr:alan

  Amr Elsadr:Is VI vertical integration?

  Mary Wong 2:@Amr, yes

  Amr Elsadr:Ah..., an acronym from before my time.

  Amr Elsadr::)

  Mary Wong 2:You missed that, ah, bonding experience then :)

  Amr Elsadr::D

  J. Scott Evans:I agree with Avri. The GNSO may be forced to work on things
by Board make specific requests.

  Amr Elsadr:@Avri and J. Scott: +1

  Avri Doria:VI was a free for all

  Amr Elsadr:The interaction is necessary simply because of the sheer
subjectivity of what some may believe to be in the "public interest".

  Amr Elsadr:Greg is buzzing, and Avri's squeaking. :)

  Amr Elsadr:I'm not so sure about unguided board decisions, even if they are
only temporary until a situation is resolved via a process.

  J. Scott Evans:I think that democracy is messy and we cannot reach perfection.

  J. Scott Evans:We can only do the best we can do and cannot legistlate for
every abberant situation that may have ocurred in the past

  Greg Shatan:With apologies, I need to drop off in a minute.

  Terri Agnew:goodbye Greg

  Avri Doria:i do not think we would recognize perfection if was staring us in
the face.

  Avri Doria:i can suggest a principle and accompanuying recommendation. and
see where we get to.

  Avri Doria:oh so i am i on or off the hook

  Cheryl Langdon-Orr:err um. I am on the call

  J. Scott Evans:I think we should be consistent

  Amr Elsadr:Aren't the comment period lengths dynamic? There's only a minimum
length, right?

  Mary Wong 2:Yes, currently minimum is 40 days; the total duration has changed
since there is now no longer a reply period.

  Alan Greenberg:Nothing that the GNSO does is BINDING.

  Amr Elsadr:Good point Alan.

  Amr Elsadr:GNSO Input Process (GIP) – to be used for those instances for
which the GNSO Council intends to provide non-binding advice, which is expected
to typically concern topics that are not gTLD specific and for which no policy
recommendations have been developed to date.

  Amr Elsadr:Regarding GGPs: “Binding guidance” means advice that has a binding
force on the ICANN Board to consider the guidance and it can only be rejected
by a vote of more than two-thirds (2/3) of the Board

  J. Scott Evans:It might be nice if we hae a chart with some examples for
clarification

  J. Scott Evans:have

  J. Scott Evans:I am going to have to jump off a few minutes early in order to
make an appointment.

  J. Scott Evans:I agree with Anne on this point

  Cheryl Langdon-Orr:as do I

  Amr Elsadr:@Anne: Brian may be able to address the IPC on this. He's involved
in that group.

  Mary Wong 2:Note that J Scott's comment relates to an earlier point.

  Terri Agnew:goodbye J Scott

  Anne Aikman-Scalese:@Amr - yes, Brian was one of the commenters within IPC

  Amr Elsadr::)

  Amr Elsadr:Thanks all. Bye.

  Cheryl Langdon-Orr:thanks all bye
