While I agree that this is a Public Participation issue ultimately, I think
that the GNSO can make recommendations in repsect to reports about its issues
and especially about the PDP process..
Additionally I have spoken to several Board members about this over the years
(and have also spoken publicly about it - though carefully because i was
encumbered by my role's responsibilities). Over the years, I have been told
that various board members wanted to see this changed, but they told me that it
was staff that insists on the policy of secret reports.
But the staff is saying that it is the board that is insisting on the secrecy.
Perhaps neither of them is insisting and they are just making assumptions about
what the other requires. Or perhaps it is a historical holdover from a previous
regime. In either case just clearing up the confusion might be enough to open
staff reports to the Board to the light of day.
