hi all,
a voice from Long Ago here.  sorry about lurking on the list all this time.  i 
bet some of you are going "eh?  what up with that??"
i was in the working group way back at the beginning, and ran out of cycles 
(that was when my tour as a state broadband policy taskforce member started).  
so i dropped off the WG but somehow stayed on the mailing list.  t'was 
interesting stuff and i never bothered to bug Glen to get off the list.
anyway, just wanted to clear that up.  and offer to clarify the flow-diagram 
thing.  i thought i stuck one in my comment.  didn't it come through?
