CD and RySG point same: I think we should allow for the dual role 
possibily, but should have langauge to say that ideally we should not 
have such a sitiuation. But if we do have one, the the MO comment 7 
should apply. In any casse I think the  MO comment 7 should be included 
in some fashion.
On MO comment 8, I guess if we can streamlime we should.
