Hi,
Based on the discussions, I suggest a variant:
The WG discussed various approaches to providing additional
protections beyond the current registration agreement and UDPR policy
for the legal rights of others during the domain name registration
process for new TLDs but was unable to come to any agreement on
specific recommendations. Additionally the WG did not agree to
define a "best practices" category though there was support for
creating a set of example protection mechanisms based on mechanisms
used successfully in establishing existing TLDs.

The report needs to state whether we "determine(d) whether to
recommend to Council a best practices approach to providing any
additional protections beyond the current registration agreement
and UDRP policy for the legal rights of others during the domain
name registration process . . . ."
In light of (a) our discussions about best practice vs. model vs.
guideline; and (b) the work we did not complete, the candid answer
to this seems to be:
The WG agreed to recommend to Council a best practices approach to
providing any additional protections beyond the current
registration agreement and UDRP policy for the legal rights of
others during the domain name registration process, but the WG does
not want to use the term best practices and the WG hasn't made much
progress on the details of best practices, models, guidelines or
whatever they're called.
Alternative statements are encouraged. Thanks.
