How about this?

 

The WG did not determine whether to recommend to Council a best
practices approach to providing any additional protections beyond the
current registration agreement and UDRP policy for the legal rights of
others during the domain name registration process.  The WG developed a
questionnaire designed to take the opinions of various stakeholders as
to their experiences with rights protection mechanisms in the past, and
their opinions about best practices.  The questionnaire did not elicit a
large number of responses in the brief time allotted.  The WG then
developed a list of draft principles that various WG members feel should
be considered as policy statements for TLD operators to implement, and
has yet to fully engage in discussion of that list of draft principles.

 

[Also could mention something about the definition list, which was
largely agreed by the WG.]

The report needs to state whether we "determine(d) whether to recommend
to Council a best practices approach to providing any additional

In light of (a) our discussions about best practice vs. model vs.
guideline; and (b) the work we did not complete, the candid answer to
this seems to be:

 

The WG agreed to recommend to Council a best practices approach to
providing any additional protections beyond the current registration
agreement and UDRP policy for the legal rights of others during the
domain name registration process, but the WG does not want to use the
term best practices and the WG hasn't made much progress on the details
of best practices, models, guidelines or whatever they're called.

 

Alternative statements are encouraged.    Thanks.

I've realized that I will not have time to draft the section of the
report that deals with outstanding issues.  If you believe that there
needs to be a textual description - other than the proposals chart,
please volunteer to do so.
