Please find attached for your review and consideration suggested revisions to 
the Draft Initial Report.  This version is based on the draft (V2) circulated 
by Steve Metalitz earlier this week.   The primary changes relate to inclusion 
of content related to the Registrant Rights Charter, and additional information 
related to the law enforcement proposals.   Please note that I will be also be 
sharing this Draft with SubTeam A for their review and consideration.
