I just want to avoid people thinking the registrant
rights/responsibilities
doc is done after the first pass, since new or altered rights or
responsibilities might come out of the work in Section B. I can support
this if it is clarified that the output of Charter section A, when
completed, may be subject to revision upon the completion of Charter
Section
B3 and/or the next steps envisioned by that section.

the latest is a week before: 27 August for the charter and a motion but
