In my opinion, for the kind of investigative work that is discussed in the
draft charter, you may need closer to 90 days. Getting a good representative
community group going at the workshop in Mexico City would help, with the goal
to report back and suggest action at the June meeting in Sydney. An additional
participant I would like to suggest, who does good investigative work on
registration abuse, is Artists Against 419
(http://wiki.aa419.org/index.php/Main_Page) -- a controversial group indeed,
but one whom we hear from often in the ALAC. I think they would use less
controversial means to achieve their goals, in some circumstances, if they
thought they were being listened to by ICANN. I doubt that Derek Smythe, the
organizer, can make it to Mexico City, but he should be on your list for user
community outreach to define the problem. His e-mail address is

I read these documents and have no additional suggestions. I am up to my
eyebrows in other ICANN activity and the moment and therefore cannot really
commit to being useful to you during your workshop, as ALAC has its summit in
Mexico City and we're consumed by that. After Mexico City and the ALAC summit
is over, however, I could perhaps be more helpful and attentive.

Dear All,
Following our conference call last Friday, please find attached the updated
final version of the charter. There is one remaining issue and that is the
timeframe for the working group to report back to the GNSO Council. Would 60
days be reasonable? Please send your comments / suggestions to the list. Once
finalised, the charter will be submitted to the GNSO Council for consideration.
As agreed, staff will work on a proposed motion for the GNSO Council that will
be circulated in the coming days.
In addition, I have created a separate document on the registration abuse
policies workshop programme for review. On our call, we started discussing
possible speakers for the different topics who have been tentatively noted in
this draft. For those of you that were not able to participate in the call,
please feel free to share your ideas and suggestions with the group.
I spoke with the ALAC staff about the possibility of organising the workshop on
Thursday morning from 8.00 - 9.30 which would be parallel to the ALAC summit
closing ceremony. ALAC staff indicated that this would be a major conflict as
the issue of registration abuse is of great interest to ALAC members. The only
other viable alternative is Monday 2 February from 7.00 - 9.30, which is not
ideal, but seems to be the only option at this moment.
There will be no call coming Friday as staff is unavailable due to another
meeting. If it is not possible to finalise discussions on the charter and
motion on the list, we will need to schedule another call early next week as
the motion and charter need to be submitted to the GNSO at the latest by 12
February in order to be considered at their next meeting on 19 February.
