Hi folks,

If we were to use the SSAC definition of front-running:

http://www.icann.org/en/announcements/announcement-04aug09-en.htm

"an opportunity for a party to obtain some form of insider information
regarding an Internet user's preference for registering a domain name
and to use this opportunity to preemptively register that domain name.
In this scenario, "insider information" is information gathered from
the monitoring of one or more attempts by an Internet user to check
the availability of a domain name."

then it could capture freshly deleted domain names as an area of
study. I'm not sure that's a topic we necessarily want to cover (the
issue of expiring/deleted domains has already been the topic of many
ICANN debates, e.g. WLS, CLS, Expired Domain Deletion Policy,
Redemption Grace Period, and so on), so instead we could refine that
definition to focus only on domains that are truly "fresh" (i.e.
haven't been previously registered recently or deleted recently).
Thoughts? If others do want to rehash the older debates here, please
advise.

Even if we decide not to cover things in this workgroup, I will note
that we at least discussed that there would have been some overlap if
we used the broad definition, instead of a more focused one.

Sincerely,

George Kirikos
