Definitely interested in both, as they are serious harms for
legitimate registrants. But, the broader issue of "theft" might be
best handled in the IRTP-B PDP (as nearly always it involves a change
of registrar to facilitate the theft). There are several members who
are in both this workgroup and that one, so perhaps their insights can
help shape how to proceed (i.e. whether to simply document it, and
hand it off, kind of like WHOIS).
