[gnso-rap-dt] Changes to Draft Initial Report

Here are changes to the Draft Initial Report which generally tightens some
of the existing language in the document. Of particular note is that I
modified the sentence "the UDRP has generally been considered a success
story" to add Notwithstanding its shortcomings" at the beginning of the
sentence (line 286), added a description and link to the Cybersquatting
article (lines 491-498), eliminated the words "especially minors" (Line 538)
since it was redundant, added the words "that use a brand owner's trademark"
in lines 525-526 and added "reasonable" to the sentence "The RAPWG notes
that "reasonable" rate-limiting WHOIS can be a valid, prudent practice...."
(line 1422).
