Just because natural persons have a right to privacy in certain jurisdictions does not mean legal persons have no right. There should not be a distinction, but if this nutty idea manages to become policy, the distinction should definitely not be made based on the use of the domain name (commercial or not commercial). I've modified the document and it's attached. I agree with the "must" "may" idea. The Charter of this Working Group emphasises that voting is not a normal working mechanism of this group. As participation by observers in the Working Group is open to all, polling is not the most robust mechanism for measuring support. Previous experience on this issue has also shown polling to be divisive and destructive of incentives toward cooperation. Hopefully, the draft does indeed achieve a balance that can win consensus support. If not, there will be successive re-drafting, with the Chair taking the lead and responsibility for the final report to the Working Group.
