This is incorrect. The proposal was made in attempt to bridge the gap 
between the positions formerly help by the pro-privacy advocates, the 
position consistently held by the IP interests and the requirements of 
law enforcement agencies.

Enhanced privacy for registrants is one feature, but there are others.
