Attached is a revised version of Recommendation Three for the one and
two character subcommittee report, covering single letter names at the
top level.  My changes are marked in track changes.  This revision has
not be reviewd by the one and two character subcommittee and thus
remains subject to their review and comment, as well as the review and
comment of the Working Group as a whole.
