At the meeting last week, I was asked to consider whether I would 
agree to chair this DT.
I would agree to chair the DT, but only on the understanding that I 
plan to be an active participant and would implicitily be taking off 
my chair hat on a very regular basis. Not at all ideal.
I do have an alternative suggestion. I nominate Marika to chair this 
DT. She is certainly capable of doing so, her neutrality is beyond 
question and since she wrote the IR, she is perhaps the most 
knowledgeable person on the issue. If I were to take on the chair 
position, and the group wanted me to play strictly by the rules, I 
would regularly be handing the chair responsibility to Marika anyway, 
so why not just regularize it by appointing her chair?
We do not want ICANN staff making our decisions, but that is not the 
purpose of a chair in a group like this. It is purely to oversee the 
process. I understand that this is not normally how we do things, but 
I can find no reason not to.
