Kevin, thanks for the info.

Unfortunately even using all of it may not be enough to give every constituency 3 slots, so the team's task may not be as simple as making it possible for each constituency to have 3 slots in Sydney. As far as I can tell, filling out the rosters of those who need more funding in order to have 3 slots for the Sydney meeting, we have:

- 3 constituencies needing 2 slots each,
- 1 constituency needing 1 slot,

With one constituency having saved .5 slot over the 3 needed and one constituency having saved 1 slot more then needed for 3 slots in Sydney.

Needing to provide support for 7 people out of 19K is challenging when discussing Sydney, but perhaps possible.

Since Sydney is expensive travel for most, I am not sure how far 19K will go in equalizing the opportunity for all constituencies to have 3 slots funded for Sydney. I am assuming that in the allocation of these funds, it will be possible to use providers other then the ICANN travel agency and to use hotels other then the main hotel.

I am hoping that the Travel DT can figure out some way to distribute funds and slots so that as close 3 people per constituency (council member or otherwise) can make it to Sydney in a funded manner. And assuming that one constituency does not need their entire funding, that this funding can be spread to other constituencies that may have a greater need.

Note this use of the funds will require a motion at our meeting in April.

To answer Stephané question about how else it can be used, small amounts can be used at the chair's discretion on covering costs like a lunch or a dinner for the council. In the distant past it went to cover the expenses of the DNSO and its secretariat, but these costs have been subsumed into the general budget. This money is a remainder that can be used at the council's discretion and since this seems to be our greatest current need, I am hoping we can use it now.

There is money left over from the old DNSO days when for a time I
believe constituencies paid dues or membership fees directly to the
DNSO. But first, we need to find out how much there is. If it adds
enough to the funding left for Sydney to cover three per constituency,
then I agree with Stephane.

If I read Avri’s intent correctly, i.e. provide “top-up” funds to
ensure that all constituencies can fund their councillors for the
remaining 2009 FY meeting (the one in Sydney), then the only solution
seems to be to come back to the Council with a suggestion that each
constituency be given 3 slots for Sydney, irrespective of their previous
slot usage over the past year...

Hi,

I was wondering whether there would be general support in the council
for using the monies in this account to supplement the travel budget to
Sydney and to Seoul in order to allow all current constituencies who
wish to send 3 participants (Councilors, WG participants, SC ...) .

While we are asking for better funding in future years, we can be fairly
certain that we will not get a raise in support for 2009.  It may make
sense to use these funds for that purpose - i have been asked why we are
holding on to the money in a time when we need more support.

If there is general support, I would like to ask  the Travel DT to
figure out how to make this allocation and then to bring a motion to the
council.
