Hi Tim,

There is no staff proposal.  There is the board resolution, which is the 
current board proposal. See

There was a model considered by the board during their recent board meetings 
which was posted by the ICANN General Counsel on 8 March 2010 on the ICANN Blog 
at:

Does the Wiki include the proposal Staff was preparing to post prior to the 
Nairobi Board resolution? In the interests of openess and transparency it 
should be available for this WG to review and consider.
