Milton,

It is remotely possible that this PDP activity will not result in a
recommendation to the Council, so it is important to know what happens
if there is no recommendation.

It is also useful to examine whether the Board made sound policy in
the absence of a PDP, as in several areas of significant complexity
the plan of record is both surprisingly novel, unsupported by work
with a public record, and significant harms are quite possible due to
the importance, and complexity, of the very recent Board acts.
