I was referring to domains in use.  Which I assume would incur ICANN fees.

Eric,

This comment was specific to ICANN fees.  All of the gtld agreements have
lists of reserved strings.  I don't think the registries need to pay ICANN
fees for these.

Hi Tom.

If a string is not present in the allocatable string-space, and it isn't in
the seven (or so) words on the ICANN reserved word list, then some
allocation action has occurred.

Looking for resolution, or presence in the zonefile, is a higher bar than
"has it been allocated or reserved other than through the reserved word
list".

This isn't specific to "private registries" (a term not yet defined), simply
to the string spaces registries make allocations out of.
