sure.

In a nutshell, there may be one or more cases for exception from the
competitive registrar regime, however, if there is a cap allowing some
registrars to form a shared registrar, e.g., if the cap is 15% (the
current nominal figure), then seven registries may cooperatively solve
their retail problem, if the cap is 5%, then twenty one. Unlike the
2000-2006 period, we project enough "community-based" applications to
allow  a "shared registrar" to be formed every fiscal quarter, if not
more frequently, obviating any necessity for "community based"
applicants to seek an exception.

Additional benefits accrue as well.
