I think there is only one clear and indisputable way of defining a single owner
TLD in the context of this discussion: the registry operator is also the owner
of ALL domain names registered within that TLD.
This type of scenario would allow companies like BMW to distribute names to
their dealerships for example, but would not require anyone to try and vet
whether those names are being "sold" to third parties (even ones close to BMW)
or not. BMW is the owner of the names, and can "lease" the names to their
dealers for example...
