Hi,
Let me explain why I am arguing that supporting 0CO is a viable decision for
the WG to come to, though not necessarily my favorite.
When the PDP was initiated by the GNSO, we had no policy and instead had the
Staff creating various policies without any activity from the GNSO or the Board.
For better or worse, the Board has now established a policy and that serves as
the default for the new gTLD program. So the first problem of "there is no
policy" has been solved - we have a Board established policy (despite the fact
that we all don't necessarily understand it or understand it in the same way)
One of the options this group needs to consider is whether the GNSO accepts
this default as the basic policy or whether there is a good reason to move away
from a policy of 0CO. I also think this is a question we will need to be
answer when we put forward another rough consensus proposal, if any is reached,
that isn't 0CO.
