Jeff,

Don't the existing contracts  (e.g. MOBI) already address this (my boldface 
below):

7.1 (c)  Restrictions on Acquisition of Ownership or Controlling Interest in 
Registrar. Registry Operator shall not acquire, directly or indirectly, control 
of, or a greater than fifteen percent ownership interest in, any 
ICANN-accredited registrar.

Are you asking for control language in addition to that?

The benefits stated in the presentation are with 100% Cross Ownership.

I do believe the benefits stated would not exist with minority ownership. The 
efficiencies and the decision making possibilities may not exist in minority 
ownership

Jeff,

I don't see any numbers in your presentation of benefits.

Am I correct in understanding you that the condition of minority
ownership, whether by registries in one or more registrars, or by
registrars in one or more registries, is insufficient to cause these
benefits to exist?
