Richard,

That is the point of my question.

The important issue is exception as a solution vs non-exception as a
solution, which is why, to Jeff N., but Kathy K. can just as well use
it as a straw-hominid, what if the form of the exception is also from EPP?

A <insert condition> registry may use RRP, or colored pigeons, through
its self-registrar logical function (which could be implemented as a
functionally external "registrar") until <insert number>. How does the
registry transition from exception?

If another solution to the initial access problem is available, and
cannot be shown to be substantially less effective in getting the
registry to the <insert number> point, yet has zero transitional cost,
what rational other than a preference for exception is available to
justify the choice of exception over non-exception?
