Eric,
Good. This is a surprise, it's nice to see that the CORE proposal has some more 
liberal element in it. 
So can you provide some explanation of the reasoning to me? Why is it ok for 7 
or more registries to share cross-ownership and sell their own tld and not ok 
for one, two, or three registries to do so? What is the policy basis for this 
requirement? Competition? Consumer protection? What?
