The first problem with this is that wine is subject to affirmative
public policy where the 18th Amendment to the United States
Constitution was not the controlling authority, nor the subsequent
21st Amendment, and this affirmative public policy affects
distribution, as well as manufacturing.

The second problem is that the American competition authority has been
satisfied with the restrictions which characterize the beer, wine and
spirits manufacturing, and distribution. Therefore, assuming the
correctness of the similarity offered, the similar restrictions are
satisfactory to the American competition authority.
