I agree with Tim.
CORE's proposal, and PIR's, and GoDaddy's, and Afilias, used 15% for a
reason. Each proposals is for general continuity of the cap that
existed prior to the Nairobi meeting.
That principle of continuity is absent.
CORE's principle of parity for a registrar cap in registry ownership,
present also in Afilias' proposal, is also absent.
Finally, CORE's introduction of competition between registry back-end
service providers, for existing, and new registries, is absent.
