Sivasubramanian M: We can do further work on the list of harms, define the
harms, classify the harms in terms of the intensity of harm, explore if
Registrars would evolve good practices among themselves to avoid doing harm,/
arrive at a class of harms that warrant punitive measures,
Jeffrey Eckhaus: I think it is very clear. Why walk us through it. Can we just
submit questions to the chat

Sivasubramanian M: If we have to take the approach of reacting to harms, rather
than superficial measures such as cross-oiwnership controls, then we will
necessarily hae to evolve a good mechanism to address harms, mechanism to react
to harms. The pre-requisite would be to strengthen processes for Registrants to
report harms. At the moment we don't seem to have processes that bring the
Registrants' issues to ICANN - not all occurances
Michael Zupke (privately): Mike: Kurt is on the call if you'd like him to speak
to the latest version of the Guidebook -- he did ask that you not interrupt the
discussion for his benefit though...

one could say that ''distributor'' does not mean Registry Operator b/c then
they would have said that.

Phil Buckingham: Cheryll - good idea - but some people will not declare their
hand . Everybody on the WG must vote. What percentage of consensus is
acceptable 100% 75% ?????
Jeff Neuman: I was just offering my sympathies (being a chair of another
group)...chairs have enough pressure without doing the drafting :)
Kathy Kleiman: In the STI, Margie wrote the report, and we edited (actively!)
CLO: that is he personal choice aspect @phil but those of us who do declare
may influence any confluence and/or outcome for report / outcomes
Kathy Kleiman: I wanted to echo's Cheryl's recommendation - that people who
have not declared share with us their thoughts, leanings, concerns and how they
are addressed (or not) by the proposals on the table.
