OK, lets try this from another angle to avoid talking past each other and enter a constructive discussion:

1) What are the requirements that the proponents of a limitation of X-ownership would need to be able to agree to a more liberal approach, i.e. removing or raising the percentage limit?

2) What do think must be prevented in order for you to be able to give up the limit?

3) Conversely, which harms are you confident to be eliminated by the percentage, without any other necessary safeguards, i.e. what harms does the limit in itself prevent in your view?

I hope the RACK'ers will be able to give some constructive and detailed input here.
