hi Keith,

thanks for your note -- absolutely right.  this whole week is our opportunity 
to talk to each other face to face, share ideas, etc.  i've tried to be very 
careful to describe all of these as interim, draft, "molecules", informal, 
on-the-path-towards-policy and so forth.  to the extent that i've 
miscommunicated that, please set people straight.

my urgent hope is that we can take advantage of being able to talk to each 
other face-to-face to get close to resolution this week, and then go back to 
the more formal list/teleconference-based process to vet the proposals and get 
to official/formal agreement.
