Personally I prefer the 100k number to be present so that the public 
comments will be informed at least in the coarse form of the kinds of 
policy ideas considered, here, in DAGv2, a kind of volume cap (which 
no one has seen since 2001, and only an sTLD).
I propose we call it "the Nevett Cap", as Jon proposed it off of a 
scrap of paper at the December 2008 meeting at Wilmer-Hale, and his 
name should go up in bright lights when DAGv2 is on stage. ;-)
