I was involved in the  Whois WG a while back and while there, heard a large
number of voices opposed to any further studies.

Since then, there have been other calls for no further studies to be
undertaken, including more recently by the RrC.

I fail to understand why despite a clear undercurrent of thought that
studies on this are an unnecessary drain on ICANN's financial resources, we
still seem to be going ahead with the idea that studies should be
undertaken...
