Stephane,

The undercurrent you refer to appears to be largely if not totally from two 
constituencies, the RrC and the NCUC.  Others in the GNSO seem to see some 
possible value in studies and on top of that the GAC has been strongly 
advocating studies for a couple years.

My personal opinion is this: For many years we have been hearing lots of 
competing opinions about Whois issues and I believe it would be very useful to 
either substantiate or refute those opinions in an objective matter so that we 
have a solid basis for any future Whois policy work.
