Here is what I think is a very good suggestion regarding recommendations
3 and 6 from Becky Burr.  In particular, I hope the subgroup formed to
work on recommendation 6 will consider this.

I spoke with several folks in Puerto Rico and it seemed to me that there
was a potential clarification for Recommendation 6 that might address
some of the concerns being expressed about how one determined whether
something was or was not a "generally accepted concepts about morality
and public order," etc.  I sent this suggestion earlier today to Liz
Williams, J. Scott Evans, and Bruce (because they are among the people I
discussed this with).  Liz hasn't reacted, but J. Scott and Bruce have
had positive reactions.  Bruce suggested that I send it to you, so here
goes.
 
Why not create a defined term "Generally Accepted International
Standards" meaning:
 
"generally accepted legal norms, as codified in and enforceable through
public international law enjoying broad global support including,
without limitation, the Universal Declaration of Human Rights, the
International Convention on the Elimination of All Forms of Racial
Discrimination, the International Covenant on Economic, Cultural, and
Social Rights, the Convention on the Elimination of all forms of
Discrimination Against Women, the International Convention on Civil and
Political Rights, the Convention on Rights of the Child, the Convention
on the Rights of Persons with Disabilities, and the Paris Convention for
the Protection of Intellectual Property."
 
and then combine recommendations 3 and 6 into a single recommendation as
follows:
 
"Strings must not be contrary to, or infringe the rights of others
established in, Generally Accepted International Standards."
